无语!琼海一重病贩毒嫌犯取保候审期间竟然干出这种事
6月19日下午，琼海市人民法院办案人员将一份判决书送到琼海某医院病房，躺在病床上的黎某河一只手被铐在床头，另一只手颤巍巍地接过刑事判决书，被判有期徒刑六年十一个月，并处罚款15000元。至此，一个因重病取保候审的毒贩要被送进监狱，同时，琼海市嘉积城区近半个月来发生的系列电动车电池被盗案也一一告破，因为这个盗窃嫌犯正是黎某河。

小区内电动车大白天频频被盗
“5月28日，银海路兆南万泉绿洲小区一辆三轮电动车电池被盗。”“6月7日上午，银海路海锦华庭 小区一辆二轮电动车电池被盗。”“6月7日下午，银海路椰海雅苑小区一辆电动三轮车电池被盗。 ”“6月8日上午，银海路万泉河家园小区一辆三轮电动车电池被盗”……
从5月底开始，琼海市公安局110指挥中心陆续接到群众报案：停在小区里的电动车电池频频被盗， 而且都是大白天，有时一天就有两起案件发生。
警方通过警情分析，发现被盗案多数发生在嘉积城区城北派出所的辖区，就连民警都觉得蹊跷，经过梳理，从5月28日至6月14日，城北派出所辖区的9个小区相继发生电动车电池被盗案。
琼海警方从接到第一起报案就高度重视，组成了破案小组，通过市公安局协调，调动了特巡警、信息中心等四个警种的警力，在嘉积城区布下了天罗地网。

排查数百人发现盗贼真面目
据办案民警介绍，办案人员通过调取大量被盗小区监控视频查阅，从人员排查到车辆排查，经过几天排查，先后比对了数百人，最终发现一辆车牌为“粤TGLXXX”小轿车和一辆仅有后车牌为“BKXXX”的女式摩托车在被盗小区出入过，两个车牌均为套牌。
于是，警方对这两辆车在街道的行驶轨迹进行排查。功夫不负有心人。终于从众多监控中找到了一段骑车男子取下头盔的刹那画面。“哦！原来是他。”有办案民警 一眼就认出了骑车男子就是嘉积镇大坡村的村民，名叫黎某河，今年48岁。通过查阅案底，他多年前因犯盗窃罪于1994年被琼海市人民法院判处有期徒刑六年；2000年因吸食毒品被公安机关强 制隔离戒毒两年；2017年2月25日，黎某河又因涉嫌贩卖毒品被刑拘，因病不宜羁押，当时被取保候审。
办案人员认出嫌犯后，立即在他住处附近布控警力准备实施抓捕，6月15日凌晨1点22分许，办案特巡警在银海路某酒店门前路口发现黎某河的身影，黎某河来不及反抗当场被擒。很快，黎某河对系列盗窃电动车电池案供认不讳。

没钱治病和花销开始实施盗窃
据嫌犯黎某河交待，因有吸毒史和白血病，近期没钱治病和花销，从今年5月份起，他开始实施盗窃电动车电池，作案小轿车是在两个月前，花了3000元在泮水一个废品收购站门口买的，卖车人是内地一男子，不知道对方姓名，也没有联系方式。
5月28日中午，黎某河骑摩托车来到银海路兆南万泉绿洲小区寻找目标，在一栋楼下看到一辆红色三轮电动车，见附近没人就上前打开电池盖，扯断电池线后，将里面的4块电池放在摩托车脚踏处，然后用雨衣把电池遮挡着驶出小区。在路上遇到收废品的人，黎某河就以每块30元的价格把电池卖了。
6月7日早上，黎某河又骑着摩托车来到银海路海景华庭小区内寻找目标，他转到一个车棚内，把一辆黑色二轮电动车电池拆下搬上摩托车，并用雨衣遮挡驶离小区，还是以每块30元 的价格卖给了收废品的人。黎某河自称有病没有力气偷别的财物，只好偷电动车电池，卖电池所得款项已用于日常开销。
因贩毒被判刑六年十一个月
据办案民警介绍，嫌犯黎某河在6月15日凌晨被抓后，警方连夜对其进行审讯，直到早上9点多钟审讯还没有结束，突然，琼海市检察院打来一个电话：“取保候审嫌犯黎某河是不是被公安机关抓了，约好的今天来法院接受因涉嫌贩毒的审判，却联系不上了。”原来，前两天，琼海市人民法院与嫌犯黎某河约定在6月15日来法院受审，可开庭时间都过了半小时也不见人影，电话也打不通了 。办案检察官才想到他会不会被公安机关抓了，于是打电话询问。
城北派出所值班领导赶紧把黎某河送到琼海市人民法院，让其接受法院审理。法院审理查明， 自2017年2月至11月期间（因病取保候审期间），先后6次向他人贩卖毒品甲基苯丙胺（冰毒）,黎某河对上述事实在开庭审理过程中无异议，且有相关物证及公安机关证据。
法院认为，黎某河先后6次向他人贩卖毒品甲基苯丙胺2包7.82克，其行为已构成贩卖毒品罪，依法 判处黎某河有期徒刑六年十一个月，并处罚金15000元。
办案民警称，法院此次只是审理嫌犯黎某河在取保候审期间涉嫌贩卖毒品一案，判决生效后，将把他送进监狱服刑；关于这次再犯系列盗窃案，警方还在进一步侦办中。
