海南省旅游和文化广电体育厅关于印发《海南省“四方之才”汇聚计划旅文广体领域柔性人才引进项目实施总体方案（试行）》的通知各市、县、自治县旅游和文化广电体育局，三沙市旅游文化和交通运输局，各有关单位：
为贯彻落实习近平总书记“构建更加开放的引才机制”重要指示精神，根据《海南自由贸易港建设总体方案》《海南省“四方之才”汇聚计划管理办法》有关部署要求，我厅制订《海南省“四方之才”汇聚计划旅文广体领域柔性人才引进项目实施总体方案（试行）》，现印发给你们，请遵照执行。

为贯彻落实习近平总书记“构建更加开放的引才机制”重要指示精神，根据《海南自由贸易港建设总体方案》《海南省“四方之才”汇聚计划管理办法》有关部署要求，结合我省实际，制订本方案。
一、总体要求
深入贯彻落实习近平总书记关于做好新时代人才工作的重要思想和关于海南工作的重要指示批示精神，坚持党管人才、服务发展、政府引导、市场配置的原则，创新高层次人才使用和激励机制，挖掘国内外人才资源，柔性吸引旅文广体领域优秀高层次人才到我省服务，助力海南自贸港和国际旅游消费中心建设。
二、引进对象和条件
（一）引进对象范围
面向国内外旅游领域、文化文物领域、广电领域、体育领域等，重点吸引一批优秀退休高层次人才，包括但不限于：
“两院”院士、发达或新兴国家最高学术权威机构会员（比照中国“两院”院士）、国家重点研发计划课题负责人、国家社会科学基金重点项目等国家级重点研究项目负责人；在旅文广体领域具备较高创新能力，研发水平、研究成果为同行公认，达到国内一流水平的高水平人才；国际国内知名酒店管理集团、旅文企业等高级管理人才、国家级旅文广体领域协会会长、理事长、国家级酒店、景区质量等级评定委员会委员；国际国内顶尖文化艺术奖项获得者、近两届奥运会、世界锦标赛、世界杯等国际顶尖赛事奖牌获得者、亚运会、全运会等国内顶尖赛事冠军获得者（含运动员及单项总教练、主教练）；专业技术一、二级岗位人才等。
（二）引进认定条件
1.年龄一般不超过65周岁，特别优秀的急需紧缺人才，可适当放宽年龄要求，一般不超过70周岁，顶尖人才可放宽至75周岁。
2.与我省各类用人单位签订聘期5年以上的劳动合同或工作协议，全职在海南工作。
3.遵纪守法，具有良好的职业道德、强烈的事业心和不断创新的科学精神；
4.具有正常履行职责的身体条件；
5.所在用人单位（依托单位）为省内实质性运营的企业、事业单位或机构。
6.个人（含曾创办企业）信用记录良好，未被列入失信联合惩戒对象。
7.符合有关法律法规规定的允许流动的情形。
申报人有下列情形之一的，不得申报：
（一）依托已立项（结项）省级及以上项目相同或相近内容申请的；
（二）公务员及参照公务员法管理人员；
（三）入选国家级人才项目仍在支持期的；
（四）其他不得申报的情形。
三、认定程序
原则上引进对象应在全职来琼工作后1年内进行柔性人才引进项目的申报；若已与用人单位达成引进意向且1年内能够全职到岗工作的可于本年度申报。具体申报时间以年度通知为准。
原则上柔性引才认定工作一年开展一次，由省旅文厅根据实际情况发布旅文广体领域柔性人才引进项目年度申报工作方案，并开展旅文广体领域柔性人才引进与认定工作。
（一）单位推荐：支持用人单位积极与国内外高层次人才对接并推荐人才。用人单位对申报人遵纪守法、职业道德、资格条件等进行初审，推荐上报省旅文厅。
（二）资格审查：省旅文厅组织开展申报人选的资格条件、申报材料完整性等审查。
（三）评审考察：省旅文厅组织开展申报人选评审认定，根据实际情况进行项目查重、征求意见等考察论证工作，经党组会议研究认定初步人选。
（四）公示发布：省旅文厅审定认定初步人选后，向社会公示5个工作日（不宜公开的除外）。公示无异议后，形成拟入选名单，经省委人才工作领导小组批准后公布，并将公布名单抄送省委人才发展局和省人力资源开发局。
四、优惠政策
（一）服务保障。入选柔性人才引进项目的人选，可按规定认定为全职高层次人才并享受文件相关服务保障待遇。
（二）工作补助。柔性人才引进项目人选的工作补助按有关文件规定和双方约定执行。
五、考核管理
（一）柔性人才引进项目人选支持期为5年，在琼服务期间实行协议管理。协议应充分明确双方权利、责任义务，内容包括引才方式、工作时限、工作目标，保密与知识产权保护，劳动报酬和福利待遇、医疗和意外伤害及其他方面的补充保险，在琼服务期间创造产生的专利成果使用、归属和转让事宜以及需约定的其他事项。
（二）柔性人才引进项目人选在琼服务期间应当参加年度考核和期满考核。用人单位要与入选人才签订目标任务书（协议），明确服务期内的目标任务、权利义务及违约责任等内容，作为考核的主要依据。年度考核按自然年度进行，用人单位按照目标导向、注重实绩的原则，制订绩效考核方案，考核内容包括服务时间、开展新技术新项目、指导开展课题和发表论文、人才培养、推动重点学科建设等方面的情况，考核结果报省旅文厅备案。期满考核在服务期满前3个月内进行，由省旅文厅组织考核，考核结果报省委人才办备案。
（三）考核不合格，或无正当理由拒不参加考核的人才，按照退出汇聚计划办理，退还已享受的待遇。并将退出情况抄送省委人才发展局和省人力资源开发局注销高层次人才证书。
（四）入选人才在支持期内原则上不变更工作单位。如有特殊情况，应与用人单位达成一致，经报省委人才发展局和行业主管部门同意后方可变更。
六、工作保障
（一）加强组织领导。用人单位积极协同政府有关部门做好柔性人才引进项目人选联系服务、监督管理、支持保障工作。
（二）完善服务机制。用人单位可探索建立柔性人才工作站，搭建服务平台，定期组织开展培训讲座、文体活动、参观活动和医疗保健，协调解决柔性人才引进项目人选在工作、生活上的难题，发挥好统筹、协调、组织及管理的职责。
（三）加大宣传推介。充分利用我省自贸港建设的宣传推介平台和广大“候鸟”人才群体，加大柔性人才引进项目的宣传力度，吸引国内外高层次人才，推动我省旅文广体工作高质量发展。
七、附则
本实施方案由海南省旅游和文化广电体育厅负责解释，自印发之日起实施，试行期至2027年12月30日止。本方案未明确事项以《海南省“四方之才”汇聚计划管理办法》为准。
