刘赐贵对工作专班成立来第一次来琼调研督导工作表示欢迎，对中央各部委给予海南自贸港建设的大力支持表示感谢。他说，《海南自由贸易港建设总体方案》发布以来，海南省委、省政府深入学习贯彻习近平总书记关于海南自贸港建设的系列重要讲话和重要批示指示精神，认真落实推进海南全面深化改革开放领导小组第三次会议部署，以超常规的认识、举措、行动和实效，全力应对统筹常态化疫情防控和经济社会发展、全面建成小康社会、海南自贸港建设“三个大考”，努力答好“三张答卷”。

刘赐贵表示，中央各有关部委迅速落实总体方案的要求，先后出台了一系列政策，对海南实施好总体方案发挥了重要作用。此次工作专班来琼实地调研督导，必将对下一步工作给予有力指导。希望工作专班及各有关部委在自贸港法律体系建设、用足用好离岛免税购物政策、出台“一负三正”清单等方面加强指导帮助和沟通协调，进一步加快落实自贸港建设年度重点工作，推动早期安排取得早期收获，确保自贸港建设开好局、起好步，让海南和全国人民从海南自贸港建设中增强获得感。

丛亮介绍了工作专班到全省各地开展调研督导的情况，对海南省迅速贯彻习总书记有关重要指示批示精神和总体方案部署所做的大量工作、取得的成效给予充分肯定。他表示，总体方案出台以来，海南努力克服疫情影响，加大招商引资、引才引智力度，市场主体数量和利用外资规模大幅增长，重点园区面貌焕然一新，自贸港政策效益初步显现。下一步，工作专班将继续贯彻落实习总书记系列重要指示批示精神和党中央、国务院重大决策部署，与海南共同抓好总体方案的实施工作，进一步推动生态环保问题整改、加快自贸港政策落地、支持重大项目建设、加强风险防控体系建设等重点工作，一道高质量高标准推进海南自贸港建设。

省领导毛超峰、孙大海、沈丹阳，以及来自国家发改委、自然资源部、生态环境部、商务部、财政部、住建部、国家林草局、海关总署、中国人民银行、国家外汇管理局等部委有关同志参加会谈。
