琼海 规范夜间经营秩序,守护城市烟火气

城市夜间经营秩序是一个城市的名片背面，更能反映一个城市的治理能力。为进一步加强城市夜间市容秩序管理，创造清洁、整齐、有序的工作和生活环境，响应爱国卫生运动，近期，琼海市综合行政执法局加大对夜间经营商户的执法力度，要求夜间经营商贩规范参与“夜经济”。



       琼海市综合行政执法局城管大队执法人员通过发放宣传资料、现场讲解等方式，向广大市民和夜间经营商贩宣传城市管理相关法律法规，提高市民的法律意识和文明意识，引导商贩进入划定区域规范设摊经营。同时，积极与夜间经营商贩签订规范经营《承诺书》，要求商贩履行自身职责，对规范经营行为进行承诺。



《承诺书》要求夜间经营商贩：

一、严格遵守国家法律法规和城市管理规定，自觉接受城市管理部门的监督和指导，坚决杜绝出店经营行为。

二、严格按照规定的时间、地点和范围进行经营，不在规定区域外占道经营，不擅自扩大经营面积，不占用盲道等无障碍设施。

三、在经营活动中，严格遵守消防安全、食品安全等相关规定，不占用消防通道、不使用明火烧烤。

四、做好经营摊点位置的卫生保洁，不随意倾倒垃圾，严禁污水、污物乱倒、乱堆现象，保持经营场地卫生整洁。

五、经营者负责规劝、引导客人规范停放车辆，不得将车辆停放在行车道和人行道上，造成交通堵塞。

六、严禁在学校200米内摆摊设点、出店经营影响道路交通安全。

七、积极配合城市管理部门的检查和管理工作，及时整改存在的问题，确保经营活动的安全与合规。



下一步，琼海市综合行政执法局将增加对重点区域的巡查频次，及时发现和制止各类不规范夜间经营行为。同时，继续加强与交警、住建、生态等相关部门的协作配合，形成工作合力，建立长效管理机制，遏制不规范夜间经营现象反弹。对屡教不改的商贩，我局将根据城市管理相关法律法规进行处罚。
