海南自贸港跨境资管试点:跨境资本与本土资产的新格局

海南自由贸易港跨境资产管理试点于2025年8月21日正式启动，标志着我国金融业对外开放迈出关键一步，为全球投资者提供了配置人民币资产的新通道。



面向全球的境外机构和符合条件的境外个人投资者。境外机构投资者在试点初期（自《细则》生效之日起180日内）应当为境外持牌金融机构或者合法中资企业境外机构，试点初期结束后，经批准再逐步向其他类型境外机构投资者开放。

境外个人投资者需为在海南自贸港内学习、就业、生活的境外人士或者符合海南自贸港外籍人才政策的高端人才和紧缺人才。享受优惠政策应满足下列条件：

一个纳税年度内在海南自由贸易港累计居住满183天，合理的离岛出差、休假、学习培训天数可计入在海南自由贸易港居住天数，但实际居住天数不得少于90天。

属于海南省各级具有人才认定权限的部门单位所认定的人才或一个纳税年度内在海南自由贸易港收入达到30万元人民币以上。

涵盖海南自贸港内金融机构发行的风险等级在R1 到R4的证券基金期货经营机构私募资产管理产品、公开募集证券投资基金、保险资产管理产品等，实现了从低风险货币基金到高风险私募股权的几乎全品类覆盖（期货等高杠杆产品除外）。



境外投资者可在海南自贸港内银行开立人民币银行结算账户（NRA 账户）及自由贸易账户（FT 账户）等，通过这些账户购买试点资管产品。

境外投资者购买试点资管产品应当使用人民币进行结算，投资的试点资管产品也应当以人民币计价结算，境外投资者通过投资账户购买的试点资管产品，到期或者在开放期内赎回后，所得款项应当原路返回投资账户。



中国人民银行设定初始试点总规模，即境外投资者购买的试点资管产品资金净流入规模上限为100亿元人民币，可根据海南自贸港经济金融发展形势、国际收支形势、市场实际需求等，动态调整规模上限。



2025年8月20日，海口市丝路社会科学研究院与海南联合股权投资基金管理有限公司在海口正式签署《海南国际自贸港资管合作协议》，成为跨境资管试点政策公布后首批落地的实质性合作项目。

此次合作将聚焦海南自贸港金融"双循环"发展目标，通过创新跨境资管合作模式，为境外投资者提供更加多元化、国际化的人民币资产配置选择，同时促进海南本土资产管理行业与国际标准接轨。



海南自贸港跨境资产管理试点的正式启动，不仅是自贸港金融开放领域的一次关键 “破冰”，更为未来中国与全球资本的双向互动、人民币资产的国际化布局埋下重要伏笔。



随着试点从 “初期探索” 向 “深度运营” 推进，其在参与主体、产品生态、结算体系及战略价值层面，有望实现多维度突破，逐步构建起兼具 “海南特色” 与 “全球竞争力” 的跨境资管生态。

随着跨境资管试点政策的深入推进和首批合作项目的落地实施，海南自贸港正在加快建设成为跨境资本流动的"新枢纽"。这一合作不仅为境外资本参与中国金融市场提供了新通道，也为在岸资产国际化提供了新路径。
