倾听林场职工讲述生态变迁的背后故事

一场“环境革命”

自力更生，改善人居环境

走进毛瑞分局时，犹如置身一座花园中，环境优雅，景色别具一格。

但回望过去，却是另一番景象。“翻了这座山还要拐几十道弯，出行靠腿，满眼尽是泥巴路……”这是海南热带雨林国家公园管理局毛瑞分局老职工黄淑兰记忆中的原毛瑞林场。

毛瑞分局临时负责人陈泽锋向记者介绍，2017年刚到任毛瑞林场时，原有场部房子破旧漏水，场内道路泥泞，特别是雨季，由于暴雨频发，职工出行非常不便。

随着国有林场改革和海南推进热带雨林国家公园体制试点建设，毛瑞林场响应号召，率先进行“自我改革”。“经过充分调研后，干部职工认识到，恶劣的人居环境是林场陷入停滞不前的主要原因之一，改善人居环境是必须要走的一条正确途径。”毛瑞分局办公室主任夏才力告诉海南日报记者，召开干部职工大会后，毛瑞林场确立了“自力更生、不等不靠”的发展战略。

陈泽锋和林场干部们先后咨询了多家专业设计公司，动辄百万元甚至千万元的环境设计改造费用让他们望而却步。

“没有钱，就自力更生。”毛瑞林场职工决定自己动手改造家园，有的当起“设计师”，有的撸起袖子当劳力。组织400多辆车运输超千吨石料，近7000人次参与劳动，回填土方5000多立方米，绿化景观60多亩……在近3年的努力下，职工的人居环境得到极大改善。

经过三年多的发展，毛瑞林场将水、电、路、网等全部改造，解决了职工的行路难、用电难、住房难等问题，全场职工子女及家属全部得到就业安置。

一场“思想革命”

从砍树到种树，从伐木到护林

59岁的陈世福是毛瑞分局的护林员，他一家三代都是“林业人”，一家四口都在林场工作，对毛瑞林场过去几十年的历史如数家珍。

20世纪七八十年代，父辈作为采伐工，采伐销售树木是当时的主要收入来源，“到处是伐木声，遍地是倒下的林木。”这是陈世福小时候对身边生活的印象。长大后，他也和父亲一样，成为一名采伐工。陈世福说，那时的他们，分为采伐队和营林队，前者砍、后者种，而种的速度却远远赶不上砍的速度，陷入恶性循环。

随着时间的推移，国家越发重视生态保护，毛瑞林场于2000年在“保护森林资源”的号召下，开始了身份和思想的“生态革命”。

林场职工们扛起工具上山种树，下定决心要把秃地变成树林。“过去是为了解决木材供应而砍树，现在是为了更优的生态环境而种树。”陈世福说，如今，在茂密的树荫下生活，他的日子过得红红火火。

目前，毛瑞分局共有331人，其中149名职工，外聘护林员94人，公益护林员有88人。一年接一年地种树，不断加大保护力度，毛瑞片区的山青了、水秀了，林子越来越密，绿色底色越来越浓，职工们的日子越过越幸福。“现在，我们早上都是被鸟叫声吵醒的。”黄淑兰说。

一场“绿色革命”

积极融入国家公园“金字招牌”

环境改造造福了职工，树木涵养了生态，幸福道路还要继续走。

海南日报记者了解到，毛瑞分局是海南热带雨林国家公园中以林场为单位组建的分局，由原毛瑞林场和卡法林场等组成，把分散的林区连成一体，更好地体现了海南热带雨林国家公园的完整性。

山更绿了，如何更好借助海南热带雨林国家公园发展？这是毛瑞人在自我变革后需要思考的新问题。

陈泽锋介绍，围绕生态保护问题，他们除了持续加大森林巡护力度、开展专项清山行动之外，还将继续提高周边村庄村民的生态环保意识，携手村民共同参与国家公园建设。

“我们要始终把生态环境建设作为发展的头等大事来抓，埋头苦干，展开一场‘绿色革命’，积极融入国家公园“金字招牌”，为海南热带雨林国家公园体制试点提供样本。”陈泽锋说。
