政策纷至沓来

近年来，海南构建和完善游艇产业政策制度体系，推动游艇旅游全产业链要素集聚发展，进一步提升海南游艇旅游的国际竞争力和影响力。

2019年12月《海南省游艇租赁管理办法（试行）》出台，全国首创允许游艇从事租赁业务。该《办法》允许以游览观光、休闲娱乐、商务等活动为目的，由游艇租赁业务经营人以整船租赁方式向承租人提供游艇和驾驶劳务服务，按照租赁时间计费。不包括游艇租赁业务经营人为乘员安排的任何离艇水上活动服务。

2020年4月《2020年海南省邮轮游艇产业工作要点》发布，从强化顶层设计，完善规划布局；聚焦制度创新，完善制度体系；推进项目建设，完善基础设施；丰富旅游产品，壮大旅游市场；培育产业发展，推动要素集聚；完善服务标准，提升服务水平；强化安全应急保障，深化平安绿色发展；建立联动机制，加强统计分析8个方面共计28项重点工作，对海南邮轮游艇产业进行全面谋划。

2020年12月财政部、海关总署、税务总局联合印发《关于海南自由贸易港交通工具及游艇“零关税”政策的通知》，发布了包括飞艇、游艇、帆船等共100项商品的《海南自由贸易港“零关税”交通工具及游艇清单》。对游艇进口而言，在国内其他地区购买，要负担约38%的关税及进口环节税。在海南进口一艘1000万元的游艇，要比国内其他地区节省近380万元的税费。

2021年2月《三亚中央商务区关于加快游艇产业发展的实施细则》正式印发，该《细则》是海南出台的首个游艇产业扶持政策，对新增入园的游艇产业链企业或机构的奖励、支持游艇文化推广奖励均予以明确说明，为加快海南游艇产业提质升级提供有力支持。

2021年6月《海南省海洋经济发展“十四五”规划》出台，该《规划》指出，要大力发展邮轮游艇旅游，加强邮轮游艇设施建设，壮大邮轮游艇服务主体，开发特色邮轮线路及产品，推动游艇旅游高端消费。


产业初露锋芒

截至今年5月底，全省现有游艇上中下游企业约330家，同比增长154%，涵盖游艇制造、维修保养、培训、销售、金融保险等全产业链，建成运营14个游艇码头，超过2200个游艇泊位，游艇保有量达1000余艘，超级游艇数量约占全国数量的50%以上。




发展未来可期

到2035年，海南将形成具有中国特色、完善成熟的游艇产业治理体系，游艇产业营商环境达到国际一流水平。全岛游艇码头泊位数将突破10000个，其中公共泊位总数突破6000个。全岛注册游艇总数突破8000艘，全年游艇旅游人数突破800万人次。游艇全产业链竞争力国际领先，产业规模突破100亿元。
