海南启动中意合作:海南省常务副省长巴特尔率领代表团赴意大利开展工作访问

       10月1日，中国海南自由贸易港（罗马）招商推介会在罗马召开。海南代表团与当地企业、政府机构及创新代表展开多场交流活动，重点推介合作机遇与投资潜力。



      距离2024年5月的米兰经贸会议已过去一年半，在海南省常务副省长巴特尔的率领下，海南省再度赴意大利巩固双边商贸合作关系，并在10月1日举行了中国海南自由贸易港（罗马）招商推介会，博鳌乐城国际医疗旅游先行区管理局生物医学新技术部副部长黄山凌子、文昌国际航天城管理局副局长王凤宇和海南自贸区全球贸易之窗管理有限公司外资招商总监万琳做招商推介，阐述了自由贸易港的发展前景，并就 可持续旅游、国际贸易、文化教育及航天科技等领域的合作与投资机遇，向中方进行了全面推介。


      在推介会上，罗马市政府议会政策部部长安德烈亚·马尼亚内利首先致开幕辞。他不仅代表罗马市政府表达了热烈欢迎，更重申了深化中意两国友好合作关系的坚定决心。




       这场盛会于9月29日至30日在意大利经济金融中心米兰拉开帷幕，通过企业、创新者与机构间的系列 交流活动展开。可持续旅游、国际贸易、文化创新与航天科技创新成为对话的核心议题，特别是在即将实 施的零关税独立海关制度背景下，海南正逐步发展成为全球开放合作的典范。•     B2B及行业对接服务（涵盖先进制造业、生命科学、文化创意产业、农食领域）•     围绕市场准入、物流体系与关税制度等主题的专题研讨会，以及联合培训项目和文化交流活 动。•     与本地支持平台达成谅解备忘录及建立工业合作机会




     在本次推荐会上成功推动6家中意企业完成签约达成合作。海南励欧文化管理有限公司与意大利达芬奇博物馆签约中国地区独家授权，菲雀尔投资有限责任公司与海南海钢集团石碌铁矿尾矿合作协议，国润国际医疗海南公司引进意大利医疗器械及药品合作协议，中教未来国际教育科技（北京）集团有限公司与意大利AMALART SRL 公司签署教育合作备忘录，中商金服（海南）投资集团与BRIDGEWAY INTERNATIONAL 集团签署合作备忘录（旅游医疗康养）等。值得一提的是，推介会期间同步举办了意大利海南商会揭牌仪式，标志者中国和意大利在深化商贸合作上迈出了新步伐。
      海南：创新与可持续旅游的东方门户      作为中国的热带岛屿省份，海南在2025年成功跻身国际旅游目的地和自由贸易港行列：•     旅游业 ： 预计到2025年将迎来超1亿人次的游客量 ，这片拥有1900公里海岸线、68个天然海湾的黄金海岸，将凭借豪华度假村、碧海蓝天与原始雨林保护区的完美融合，持续吸引八方来客。•    入境便利性 ：可免签进入包括意大利在内的59个国家，最长停留期限为30天。•     经济领域 ： 2025年12月18日，海南自由贸易港全岛封关将实行自主海关制度和零关税政策 ，配套建设高科技企业集群及国际合作合资平台。•     文化与可持续发展 ：艺术节、教育项目、健康养生、生态旅游以及对环境保护的高度重视共 同构成了这一特色服务体系。
     意大利与中国：战略伙伴关系带来切实利益      意大利是中国在欧盟的第四大贸易伙伴 ，而中国则是 意大利制造在亚洲的重要市场 。根据新《 双重征税协定》（DTA） 规定， 自2025年起两国企业将享受更简化的税收政策框架，这将显著提升 投资、出口及产业合作的竞争力。而海南自由贸易港将会是链接两地经济的重要纽带！
