《2025年三亚市支持中小微市场主体高质量发展行动方案》已经市政府常务会议审议通过，现印发给你们，请认真组织实施。

2025年三亚市支持中小微市场主体
高质量发展行动方案

为贯彻落实国家、省关于培育壮大市场主体，推动中小企业高质量发展的决策部署，鼓励市场主体做大做强，提升市场竞争力，进一步促进我市规模以下企业转型升级为规模以上企业，鼓励企业升规纳统，全面真实反映我市经济社会发展成果，结合三亚市实际，制定本行动方案。
一、目标任务通过对个体工商户转型升级为企业、分公司改设为子公司、企业内设机构改设为子公司给予一定的奖励和企业升规纳统奖励，增加我市企业占比和规模以上企业数量，进一步培育壮大我市的市场主体，提升综合实力和竞争力，加快我市经济结构转型升级，促进我市经济高质量发展。力争2025年底，我市企业数量占登记注册市场主体比例达50%以上，入库纳统企业达到1700家以上。二、工作措施（一）支持在我市开展生产经营活动两年及以上个体户转型升级为企业（以下简称“个转企”），对达到规模以上工业、有资质的建筑业、限额以上批发和零售业、限额以上住宿和餐饮业、有开发经营活动的全部房地产开发经营业、规模以上服务业个体户完成企业转型的且持续经营满180天，给予一次性10万元奖励；其余规模以下个体户完成企业转型的，给予一次性1万元奖励。（二）支持在三亚市经营业务连续两年及以上的分公司改设为子公司（以下简称“分改子”），对改设成功的子公司且持续经营满180天，给予一次性20万元奖励。（三）支持在三亚市经营业务持续两年及以上的旅游业、现代服务业、高新技术产业和热带特色高效农业企业剥离文化会展、商务咨询、研发设计、检验检测等内设机构，在三亚成立独立法人资质的企业（以下简称“主辅分离”），对完成法人资质设立的企业且持续经营满180天，给予一次性10万元奖励。（四）对以上完成转型的企业，在登记注册时给予首套印章刻制奖励，免费申领一套企业印章。（五）对上述已完成转型并首次纳入国家统计局统计一套表联网直报平台（非转专业）的规模以上企业（不含房地产开发经营企业和带项目入库纳统的非房地产企业），在申领上述奖励基础上，按省、市有关规定，继续给予一次性20万元奖励；已享受过省、市企业小升规奖励的转型企业，不得重复享受。（六）企业可根据自身发展阶段和经营规模等实际情况，自行申报其他符合省市有关规定的奖励。三、职责分工（一）各行业主管部门按照国民经济行业分类，负责推进本行业企业培育工作，对转型企业进行分类指导和梯队培育，建立重点企业培育台账；及时跟踪掌握转型企业生产经营活动，加强政策宣传和业务指导，确保符合纳统条件的市场主体及时入库纳统。（二）市市场监管局负责牵头落实个体户转型升级为企业、分公司改设成子公司、企业内设机构改设为独立法人资质的企业法人的数据统计、政策宣传和转型企业奖励兑现工作。（三）市科技工业信息化局负责对符合升规纳统的企业加快政策兑现，及时发放奖励资金等工作。（四）市财政局负责保障奖励资金，做好绩效评估和监督检查。四、组织保障（一）提高思想认识。各部门要高度重视，充分认识培育壮大市场主体和企业升规纳统工作的重要性，此项工作也是加快建设海南自由贸易港的现实需要，各部门要结合各自的工作职责，落实主体责任。（二）加强组织实施。各部门要切实发挥职能作用，主动作为，认真组织实施。建立各行业重点企业培育机制，引导和鼓励企业转型升级，做大做强做优，推动企业升规纳统，促进我市经济高质量发展。（三）协同分工协作。充分利用现有的工作机制，发挥我市促进中小企业发展工作领导小组办公室、三亚市推进企业纳统工作专班等的作用，实现各部门信息共享、资源互通、分工合作、形成工作合力，推动各项政策落地生效。
（四）普及政策宣传。各行业主管部门加强政策宣传，利用互联网、媒体、门户网站等方式，多渠道多途径宣传“个转企”、“分改子”、“主辅分离”转型升级和企业升规纳统奖励政策，让各行业的市场主体及时了解我市最新的政策信息，共同营造良好的营商环境。
