坐高铁到海南,不远了?

近日，海南省政府工作报告提出，“打好投资扩容增效攻坚战”。今年，海南将坚持不懈抓项目扩投资补短板优环境、推动湛海高铁等项目的开工。综合2023年至今的多方面信息，不少业内人士都认为，新建的湛江至海口高铁（以下简称“湛海高铁”）有望在年内开工建设。多年来，海南通往内陆的火车以及汽车，一直需要轮渡，且海南至今尚无直通内陆的高铁，自身的动车组列车仅仅局限于环岛线路。与其他已经建成高铁不同的是，湛海高铁需要跨越琼州海峡。那么，湛海高铁怎么实现跨海？高铁跨海之后，海南自贸港建设，将迎来哪些不同？还是轮渡过海？湛海高铁最引人关注的地方，无疑是跨越琼州海峡的方案。值得关注的是，从目前官方公布的信息看，轮渡过海仍然是湛海高铁将采取的方案。在2023年7月，湛江市发展和改革局在官网公开回复四名政协委员提出的《关于尽快推进湛徐高铁建设的建议》提到，湛海高铁项目正线自湛江北站引出，向南经雷州市、徐闻县引入北港轮渡站，跨越琼州海峡至南港轮渡站，出站后接入海南环岛高铁。设计速度拟采用350km/h，项目总投资约540.92亿元，其中广东湛江段投资估算为353.13亿元。项目全线施工总工期为4年。2023年8月31日，湛江市发展和改革局官方网站对外公布了《新建湛江至海口铁路的环境影响报告书》。据了解，湛海高铁包括湛江至海安段铁路工程和琼州海峡过海轮渡工程两部分。湛海高铁陆上新建正线长度约132.2公里。事实上，我国第一条跨海铁路，连接广东省湛江市，最终抵达海南省三亚市的粤海铁路，采取的就是轮渡过海方案。早在2003年1月，粤海铁路就已全线通车。它主要由“两线一渡”工程组成。“两线”指的是广东省湛江至海安的铁路的139千米，和海南省境内海口至三亚363千米的海南西环铁路。“一渡”，则是琼州海峡铁路的轮渡。

运送火车过海的“粤海铁1号”，是我国自行设计建造的火车渡船，有两层载货甲板和四层客舱。主甲板为开敞式火车甲板，可载货物列车40节或旅客列车18节；上甲板可载50辆汽车；四层客舱分别为：一、二层是旅客休息室，三层是船员室，四层是驾驶室，可运载旅客1360人。而火车内的旅客，无需下车，即可随车一起跨越琼州海峡。不过，整节列车在上轮渡之前，会被拆分成几段，方便运输。

湛海高铁设计时速达到350km/h，同时又采取轮渡过海的方案，高铁的时效性该如何保证？根据目前湛江市发展和改革局透露的信息，湛海高铁琼州海峡过海轮渡工程目前采用“人过海”方案，但细节方案尚未公布。在海南政协委员、海南自由贸易港人才发展研究院院长李世杰看来，湛海高铁最新设计的轮渡，与此前粤海铁路可能有着很大不同。他说，“相比而言，普通列车的准点率远没有高铁高，特别是几十个小时的长途列车，轮渡也无法准确预估火车的到达时间，有时火车还需等待轮渡。此外，目前的过海轮渡不仅要运输火车，还要运送汽车和普通旅客。但高铁不同，其准点率高，就可以根据高铁的时间来定制轮渡的时间，可以对应专门的轮渡只为高铁服务。”李世杰认为，定制化的轮渡，将大大提升这一工程的准点率。在北京交通大学教授杨浩看来，不论是桥梁还是隧道方案，工程艰巨，投资大，工期长。未来养护维修工作量大，轮渡方案投资小，投产快。他说，“如果初步权衡利弊，多数专家意见可能倾向轮渡方案。”海南新机遇？除了跨海方案，目前湛海高铁备受关注的原因还在于，其通车也意味着海南与内陆实现高铁互联。在杨浩看来，国家批准的“八横八纵”高铁规划目标，湛海高铁是其中之一。建设方案已定，这一高铁建成后将大大加强海南与大陆交通之间的联系。据了解，湛海高铁是国家高铁规划“八纵八横”高速铁路网之“包（银）海通道”的重要组成部分。而湛海高铁建成之后，加强的不仅是海南与湛江的联系，更重要的是与广东，这个全国第一经济大省的联系。在湛海高铁备受关注之际，广湛高铁即将建成。广湛高铁正线全长400多公里，设计时速350km/h，线路从广州站引出，经佛山、肇庆、云浮、阳江、茂名、湛江等市，终至湛江北站。今年1月30日，首次改线封锁施工顺利完成，为后续施工加速推进奠定坚实基础。2023年海南GDP同比增长9.2%，达到7551.18亿元，增速位于全国前列。而在其中，工业快速增长，制造业引领作用明显，海南规模以上工业增加值比上年增长18.5%。而2023年，广东GDP达到13.57万亿元，连续多年居全国省级行政区第一。与此同时，海南在自贸港建设方面不断发力。2024年海南的交通运输工作会议上，提出要实现自贸港运输来往自由便利的目标。“从自贸港建设角度考虑，湛海高铁为海南的环岛高铁接入内地，形成了一个出口，这对客流的连通作用不小，包括对旅游、商务考察都有好处，但高铁无法解决物流的问题。”李世杰说。相比轮渡过海方案，不少声音认为，要想彻底解决海南的物流问题，需要期盼琼州海峡的跨海大桥或海底隧道方案。琼州海峡是广东省雷州半岛与海南岛之间的海峡，东为南海广东海区，西为北部湾，是中国三大海峡之一。海峡南北最大宽度39.5千米，最窄处19.4千米，平均宽度29.5千米。“琼州海峡的地质构造非常复杂，主要由深海地壳断裂带、海底裂谷和海底山脊构成，这其中很多地层都是沉积物，稳定性较差，建桥存在不小难度，而这样的地质条件将需要极为巨额的投资。”李世杰坦言。李世杰告诉中国新闻周刊，目前还有沉管式海底隧道方案，投资同样巨大，但仅凭海南和湛江的力量，仍无法负担。目前，除了工业快速增长，海南还在着力建设国际旅游消费中心。比如三亚就出台了《三亚建设国际旅游胜地规划（2022-2035年）》等系列文件，布局一批大型文旅消费综合体，国际一流水平的免税购物中心和时尚消费中心，力图建成国内吸引消费回流目的地城市。在李世杰看来，实现这些目标，需要吸引大量的客流来完成。而建成连通内陆的高铁，对于大量吸引客流，提振海南本土特色的消费产业，具有不小意义。作者：赵越（zhaoyue1@chinanews.com.cn）编辑：孙晓波运营编辑：马晓轶
