海南全岛封关倒计时 民企加速“落子”布局

8月29日，由国家发展改革委指导、海南省人民政府主办的“支持民营企业参与海南自由贸易港建设政策项目推介会”在海南作为7月23日国新办发布会宣布海南自由贸易港全岛封关运作将于12月18日启动后的首个大型自贸港推介活动，此次会议自带“风向标”属性，吸引了全国100余家民营企业的140余名代表组团到访，共商合作、共寻机遇。

发布会现场座无虚席，企业名单中既有新希望、吉利、华为、创维、新东方等名企，也有宇树科技、亿航智能、百度萝卜快跑等新锐。首场推介会面向民营企业，传递出了怎样的深意呢？

封关机遇释放“强磁场”

“选择海南就是选择机遇，投资海南就是投资未来！”这句在推介会场内场外反复提及的话，道出了企业家们以行动布局海南的坚定底气，更印证了海南自贸港建设战略高地的“强磁场”。

推介会上，海南省委书记冯飞用四句话概括了海南自贸港能为民营企业发展提供什么。他说，处于改革开放前沿的海南，有着高度开放的政策制度体系、融通中外的合作网络、产业升级的广阔赛道和公平竞争的营商环境。

“海南对民营经济发展极为重视。”冯飞强调，海南正通过系统性建设公平、透明、可预期的投资环境，大幅度降低制度性交易成本，确保民营企业在海南办得成事、招得到人、发展得越来越好。

国家发展改革委副秘书长肖渭明则从国家战略层面强化了机遇价值。他指出，海南自由贸易港肩负着打造我国对外开放新高地的重大历史使命，今年底又将实施全岛封关运作，为各类经营主体提供更为广阔的发展空间和投资机会。他希望民营企业勇担时代重任，以封关为契机，扎根海南沃土，在服务国家战略中实现自身更大发展。国家发展改革委将与海南省和其他国家部委共同努力，着力优化政策环境，提升服务效率，为广大民营企业在海南更好发展保驾护航。

对于广大民营企业家而言，这是一次与国家战略同频的机遇，不少参会企业家早已提前布局、多次到访。新希望控股集团有限公司董事长刘永好提前两天抵达海南，率队考察发展机遇，与本地企业洽谈合作。新东方教育科技集团有限公司董事长俞敏洪今年已4次到访海南，累计停留超25天。他透露，新东方在陵水黎族自治县打造的海归培训中心预计今年底投入运营，将为归国留学生或创业者提供全方位的项目服务与创业支持。

政策红利令民企跃跃欲试

作为我国改革开放新高地，海南始终以务实举措吸引大量的民营经济组织前来投资。

数据显示，截至今年6月底，海南省实有民营经营主体360.44万户，占全省经营主体的97.54%，其中，民营企业93.72万户。全省民营经济组织贡献了61%的地区生产总值，近90%的就业岗位。民营经济组织已然成为推动海南自由贸易港发展不可或缺的力量。

为进一步促进民营经济稳健发展，7月底，海南省七届人大常委会第十九次会议审议通过了《海南自由贸易港促进民营经济发展若干规定》，强化海南自贸港政策赋能，支持引导民营经济在海南自贸港建设中大显身手。“零关税”“双15%”税收优惠政策以及一系列人才、贸易、投资便利化举措，成为企业眼中最具吸引力的制度型开放礼包。

“全岛封关运作是海南自由贸易港建设的标志性工程，将为民营经济发展提供千载难逢的发展机遇。”浙江吉利控股集团有限公司董事长李书福说。

亿航智能设备（广州）有限公司副总裁贺天星说：“海南自贸港全岛封关运作在即，民营企业能做什么、应该准备什么，这场推介会划出了重点。”

海南海兰寰宇海洋信息科技有限公司董事长王一博则用“推介会恰逢其时、非常有用”评价此次推介会。他表示，政策清晰度和发展窗口让民营企业“看到了更多发展机会和希望”。

签约落地激活“新动能”

推介会现场的合作成果，直观展现了民营经济对海南的信心与期待。当天，新希望集团与海垦集团签约，中核海南核电与宁德时代签约，联美集团与三亚吉阳区政府签约……40多个重点项目完成签约，涵盖生物医药、高端制造、数字经济、热带农业、航天科技等领域。每一个签约项目的背后，都是产业链的整合与升级，也是民营企业深度参与海南自贸港建设的实践和证明。

“我们正进一步与海南特色养殖、绿色食品加工等领域的龙头企业深化合作。”刘永好表示，新希望集团正在与海垦集团共建“海垦新希望”品牌。从国家战略维度来看，建设海南自由贸易港是重大国家战略，对标的是世界最高水平的开放形态。民营企业投资海南自贸港是主动服务国家重大战略需要，在不确定中寻找投资的长期确定性。

当前，海南自由贸易港建设已经成形起势，高质量发展态势日益显现。随着全岛封关运作临近，海南自贸港将进入开放发展的新阶段，国际往来更加顺畅自由，与内地的联系更加便捷高效，一批更加优惠、更加宽松、更加便利、更加高效精准的政策措施将落地实施。这场推介会将成为更多民营企业扎根海南、深度参与自贸港建设的新起点。
