海南自贸港封关运作核心政策培训班成功举办

为加快推进海南自贸港核心政策落地见效，进一步提高一线实操干部对封关运作核心政策的理解、宣传、落实能力。9月4日至5日，省委深改办（自贸港工委办）联合省委组织部、省商务厅、省财政厅、省公安厅、省交通运输厅、海口海关等部门在省委党校举办了“海南自贸港封关运作核心政策培训班”，全省来自省直部门、海关系统、市县和园区等基层一线共260余人参训。省委深改办（自贸港工委办）副主任王奉利出席开班式并作动员讲话。

省财政厅税政处副处长杨昌耀，省商务厅对外贸易处处长张富明，海口海关自贸处处长、二级巡视员何斌，海口海关关税处处长冯云云，省商务厅自由贸易港改革发展处处长李春林，分别对“进口征税商品目录及货物流通税收政策”“禁限货物物品清单政策”“海关监管办法”“加工增值免关税政策”及“海南自产货物认定”等核心政策进行系统解读。

此外，省交通运输厅运输与物流管理处副处长李跃全、省公安厅反走私和海岸管理总队反走私支队支队长徐鹏飞、博鳌乐城国际医疗旅游先行区中心药房有限公司总经理马昱分别解读了《海南自贸港“零关税”进口交通工具及游艇管理办法》《海南自贸港反走私条例（试行）》及博鳌乐城“零关税”药品药械等政策。授课老师结合扎实的政策制定和执行经验，逐字逐句讲解了各项政策条文，并通过大量案例深入浅出的讲授了政策实操要点。

培训期间，参训学员认真听讲、专心投入学习。课上，学员们在互动环节主动把握机会，积极向各位授课老师当面请教政策落地过程中遇到的难点堵点问题。课后，学员们将授课老师团团围住交流请教，力争将每个疑问学懂弄通，充分体现了基层一线干部求真务实、真抓实干精神。

为进一步强化学习成效，课程结束后，所有参训学员参加了线上测试，通过成绩检验培训成果，作为评估培训成果的重要依据。学员们纷纷表示，此次培训内容丰富、案例鲜活、紧贴实际，通过2天培训，大家对各项核心政策有了全面系统的了解，之后将把学习成果转化为推动政策落地、服务市场主体的具体举措，为海南自贸港全岛封关运作作出更大贡献。
