海南自贸港全岛封关!有何影响?

央视网消息：7月23日上午，国务院新闻办公室举行新闻发布会，介绍海南自由贸易港建设有关情况。国家发展改革委副主任王昌林介绍，海南自由贸易港封关将于2025年12月18日正式启动。全岛封关运作将实施以“一线”放开、“二线”管住、岛内自由为基本特征的自由化、便利化政策制度。



啥是全岛封关？

全岛封关，简单来说，就是把海南岛全岛建成一个海关监管特殊区域。实行 “‘一线’放开、‘二线’管住、岛内自由” 的政策制度。

“一线” 指海南自贸港与我国关境外其他国家和地区之间，放开意味着实施一系列自由便利进出举措，很多商品能零关税进来。

“二线” 是海南自贸港与内地之间，要针对 “一线” 放开的内容精准管理，零关税进入海南的商品，流入内地时，一般要重新征收关税 。

岛内自由，就是在海南自贸港内，各类要素，像货物、资金、人员等可以相对自由流通 。

封关后有啥优惠政策？

（1）更优惠的货物 “零关税”

商品范围扩大：“一线” 进口的 “零关税” 商品税目比例将由 21% 大幅提高至 74% 。以后大家在海南能买到更多零关税的好东西啦。

岛内流通免税：在岛内享惠主体之间，“零关税” 货物可以免进口税收流通 ，企业之间做生意更方便、成本更低。

加工增值免关税销往内地：如果企业对 “零关税” 货物加工增值达到 30% ，就能免关税销往内地，这对海南的加工制造业是重大利好，能吸引更多企业来海南投资设厂搞加工。

（2）更宽松的贸易管理措施

在 “一线” 进口方向，对全国现有的部分禁止、限制类进口货物作出开放性安排 。比如，取消了部分旧机电产品的进口许可证管理，还允许更多产品在海南自贸港开展保税维修 ，给企业更多发展机会。

（3）更便利的通行措施

“一线” 口岸高效放行：以岛内现有 8 个对外开放口岸作为 “一线” 口岸，对符合条件的进口货物径予放行 ，货物通关速度大大加快。

“二线口岸” 创新举措：设置运行海口新海港、海口南港等 10 个 “二线口岸” ，对进入内地的货物创新采取多种便捷通行举措 ，让货物在海南和内地之间流通更顺畅。

（4）更高效精准的监管模式

对 “零关税” 货物、放宽贸易管理措施货物等实行低干预、高效率的精准监管 。既保障各项开放政策平稳落地，又让企业能更高效地开展业务，不用在繁琐监管流程上耗费过多精力。

出行便利不变：大家最关心的，封关后去海南出差、旅游，和现在一样，不需要办理额外的证件 。进出海南岛的大多数货物、人员、物品、交通运输工具等，仍按现行规定管理，不会给大家出行添堵。而且，未来还可能享受到更好的旅行体验和服务 。

离岛免税升级：继续实施离岛免税购物政策 ，说不定以后能免税购买的商品种类更多、额度更高，购物更过瘾。

成本降低机遇多：“零关税” 政策让企业进口原材料、设备等成本大幅下降 。享惠主体范围扩大，基本覆盖全岛有实际进口需求的各类企事业单位及民办非企业单位 。“零关税” 商品及其加工制成品在享惠主体间可自由流动，不用补缴进口税收，这对延伸岛内产业链条、形成产业集群效应非常有利 。企业可以利用这些优势，扩大生产、提升竞争力，开拓国内外市场。

贸易机会大增：宽松的贸易管理措施，给企业开展进出口业务、保税维修等带来更多机会 。比如，以前受限的业务现在可以开展了，能让企业拓展业务领域，挖掘新的盈利点。
