超1700亿，2024年海南民企外贸规模创新高

　　中新网海口2月24日电 (邓莉 王竹童)海南省民营企业在自贸港优势政策的加持下，已成为拉动海南外贸增长的主引擎。据海口海关24日统计，2024年海南省民营企业进出口总值为1768.5亿元，同比增长36.9%，外贸规模再创历史新高，占全省进出口总值的63.7%，连续五年稳居海南第一大贸易主体地位。

　　海关介绍，2024年海南省开展进出口业务的企业共有2479家，其中民营企业达到2245家，成为海南外贸发展的中坚力量。2024年，海南民营企业对非洲、拉美等国家和地区进出口分别增长78.5%、66.7%，进一步巩固海南货物贸易市场多元化格局。

　　在自贸港早期政策先行先试、压力测试等方面，海南民营企业走在前列。海南京润珍珠科技股份有限公司是行业内首家也是唯一一家享受海水珍珠进口免关税政策优惠的民营企业。企业总经理王海说，近期顺利将进口的南洋海水珍珠原料在海南省进一步加工成黄金镶嵌珍珠首饰后，经“二线”口岸销往其他省份。

　　他说，在加工增值免关税政策的加持下，产品的成本下降了17%左右。根据企业目前生产规模，预计一年进口海水珍珠3万粒左右，在加工增值免关税政策优惠下，能够为企业节省关税约255万元。下一步将扩大产品生产规模，年增长率预计20%。

　　海关表示，今年将持续提高监管效能和优化服务水平，助力海南民营企业在自贸港建设中不断激发内生动力和发展活力。

　　纵向看，海南进出口连续7年增速稳居全国前列，展现出“稳、快、好”的特点。规模上，近年来海南一步一个台阶，稳扎稳打，进出口规模先后突破2个千亿元关口，不断创新高，已接近3000亿元关口；增速上，进出口增速连续7年快于全国同期，且进口、出口双双保持增长态势。

　　海南外贸在2024年创造多个里程碑式成果：其一，全年外贸总值史上首次超过2700亿元；其二，全省出口规模首次突破1000亿元；其三，海南19个市县均实现有企业开展进出口业务，真正实现了对外贸易“全省一盘棋”。

　　2024年，海南自贸港原辅料、自用生产设备、交通工具及游艇“零关税”和加工增值内销免关税等一系列政策及“一线放开、二线管住”进出口管理制度等压力测试措施继续发力，暂时进出境维修货物有关进口税收政策试点及“零关税”药品、医疗器械等政策相继落地实施，海南自贸港对外贸主体的吸引力不断增强，为海南外贸增长注入强劲动力。
